Women in Europe who have silicone gel breast implants manufactured by PIP (Poly Implant Prothese, also re-branded as M-Implants) will be affected by a recall.

It appears that the inner silicone gel is not of medical grade quality and that the outer coating to prevent leaks is not present. Women in Europe with PIP implants are being instructed to have ultrasounds to check if their implants are broken and consider having them replaced.

Fortunately, the silicone gel breast implants used in the United States  are manufactured by Mentor and Allergan (McGhan) and both companies have excellent track records of implant quality. The only PIP implants used in the United States were saline-filled and have not been available for many years. So unless your implants were placed overseas, the recall should not affect you.
